Keeping Warm This Winter: Energy Assistance for Older Adults
As Connecticut enters the fall of 2026 and prepares for the winter months ahead, the rising cost of home heating and electricity is creating added financial stress for many older adults. For individuals living on fixed incomes, the cost of heating oil, natural gas, propane, and electricity can make it difficult to balance essential expenses such as food, medications, housing, and healthcare. Rising heating oil prices are adding to these concerns, particularly for older adults who rely on delivered fuel to heat their homes. While turning down the thermostat or limiting electricity use may seem like ways to save money, keeping a home safely warm during the winter is essential to protecting health and well-being. Fortunately, Connecticut offers several programs that may help older adults manage these expenses and remain safe and comfortable in their homes.
The Connecticut Energy Assistance Program (CEAP) is an important resource for eligible households that need help paying winter heating costs. Applications for the 2026–2027 season are now being accepted, and older adults may qualify for assistance based on household income, size, and heating source. Eligible households may receive help with heating oil, natural gas, or other heating expenses, and additional assistance may be available for qualifying households facing a heating emergency. To apply, visit ct.gov/heatinghelp or contact the Agency on Aging of South Central CT or your local Community Action Agency. Older adults struggling with electricity or gas bills should also contact their utility company to ask about low-income discount rates, payment arrangements, and the Matching Payment Program, which may help reduce past-due balances for eligible customers. Connecticut’s Winter Protection Program can protect qualifying customers with a financial hardship designation from utility shutoffs between November 1 and May 1.
